SPECIFIC JOB DESCRIPTION: Chemical Weapons Convention Subject Matter Expert

ANSER has an opportunity available with the Naval Treaty Implementation Program (NTIP). We are looking for energetic new team members with subject matter expertise in nonproliferation, particularly regarding the Chemical Weapons Convention (CWC). The CWC SME shall provide analytical research, policy and operational support, and conduct research, training, and exercising of national security-level issues that may encompass/impact the range of chemical weapons convention issues. Work will be performed at the Mark Center and at Navy Yard and will be part time on a 260 hour/yr basis.

Job Duties:

  • Support and conduct comprehensive Arms Control Compliance Assessments by analyzing arms control treaties, agreements, U.S. policies, nonproliferation agreements, Compliance Assessment Program implementation, and compliance documentation.
  • Provide subject matter expertise on CWC implementation, monitoring, and Challenge Inspections (CI); including planning, operations, mission systems, advocacy, and processes related to CWC
  • Support CWC activities and ensure service components meet CWC implementation and compliance requirements
  • Provide technical analysis, studies and research on strategic or international issues
  • Draft courses of actions and recommendations to advance CWC operational issues
  • Assist in developing courseware and training material for DoD personnel
  • Support other conventional and nuclear treaties in development or entered into force
  • Monitor and assist customer with passive and active overflight reporting and mission requirements for the Treaty on Open Skies
  • Provide day-to-day staff in the conduct of routine DoD business and respond to short notice requests and taskers
  • Operate in a fast-paced and complex environment with multiple, competing requirements and stakeholders

REQUIRED SKILLS & EXPERIENCE:

  • Active Secret clearance
  • Bachelor’s degree in political science or a related field
  • 15 total years of experience in arms control within the past 20 years of work experience
  • 10 total years of experience with the Chemical Weapons Convention within the past 20 years work experience
  • Demonstrated ability to plan, manage, and execute formal arms control training courses as well as tabletop and field training exercises
  • Skilled at research, analysis, and writing; experience authoring reports, assessments, responses to requests for information, talking points, briefings, and other products
  • Strong critical thinking and problem-solving skills; ability to work in a team environment
  • Microsoft Office Suite

HIGHLY DESIRED SKILLS & EXPERIENCE:

  • Active TS/SCI clearance
  • Experience interacting with and briefing SES and Flag Officer level leaders.
  • Master’s Degree in International Relations
  • Working knowledge of CWC and Open Skies Compliance and Implementation Requirements
  • CWC CI Certification
  • CWC Challenge Inspection TTX or FTX experience
  • Ability to travel domestically and internationally
