Critical Infrastructure SME

SPECIFIC JOB DESCRIPTION:

Critical Infrastructure Subject Matter Expert: ANSER is seeking an experienced mission assurance professional with the knowledge, skills, and experience to support energy resilience efforts for the Department of the Air Force (DAF) and other Department of Defense (DoD) Services.

KEY TASKS INCLUDE:

  • Identify installation critical infrastructure (CI) and establish a baseline of known infrastructure interdependencies (energy, communication, water, and wastewater) using interviews, maps, installation and engineering plans, one-line diagram, etc.
  • Provide analysis and expert advice for actions taken to prevent, remediate, or mitigate the risks resulting from vulnerabilities to installation CI.
  • Support the development and execution of Energy Resilience Readiness Exercises and develop recommendations for DAF involvement in improving energy resilience policy and programs.
  • Identify capability gaps and unidentified infrastructure interdependencies while verifying energy resilience capabilities and capacity during exercise execution.
  • Apply exercise observations and after-action report results to support installation plan development and contribute to the strategies used to identify and fund energy resilience projects or adjust organic processes and procedures to improve installation readiness.
  • Publish reports documenting gaps or vulnerabilities in infrastructure, processes, or personnel that impact the installation’s ability to withstand long-term denial of commercial and/or primary energy and water.

DESIRED SKILLS & EXPERIENCE:

  • Ability to produce analytically based recommendations and decision products under deadlines that represent client-coordinated equities using expertise in mission assurance.
  • Experience and understanding of installation-level management and DAF policy development and staffing processes.
  • Ability to work in a collaborative environment to include a mixture of military, civil service, and contractors.
  • Experience and expertise working issues related to critical infrastructure protection, or resilience issues at a U.S. Government Department or Agency.
  • Expertise with risk management concepts, to include asset identification, vulnerability assessment, and prioritization, preferably within DoD.
  • Experience in planning installation-level exercises.

REQUIRED EDUCATION & YEARS OF EXPERIENCE:

  • Bachelor’s degree in a relevant field.
  • At least 8 years’ experience in fulfillment of tasks outlined above.
  • Secret clearance required. (Top Secret preferred)
