Curriculum Developer with Instructional System Design (ISD) and eLearning Experience

POSITION DESCRIPTION:
ANSER is seeking a Curriculum Developer with Instructional System Design (ISD) and eLearning experience for the Training Management Branch (TMB) within the United States Marshal Service (USMS) Training Division (TD). The Curriculum Developer will operationally report directly to the Chief Training Management Branch and respond to instructional support cadre. The primary responsibilities of the Curriculum Developer is for the design, development, documentation, management, deployment and implementation of effective training and education solutions including classroom presentation for the USMS. The USMS-TD headquarters are located on the Federal Law Enforcement Training Center in Glynco, Georgia.
Responsibilities:
- Work independently or with a team of curriculum developers, agency instructors or subject matter experts.
- Design, enhance, and implement the curriculum development process and to perform instructional system design management within the Distance Learning Branch of the agency.
- Develop training materials using instructional systems design methodology, to ensure the agency's training requirements are established and translated into appropriate instructional objectives.
- Work independently or alongside agency subject matter experts, and will translate ideas and concepts into eLearning, ensuring quality and consistency in the development process.
- Utilize instructional system designs methodology and provide instructional performance documents for specific curriculum development.
- Ensure the curriculum development process follows the six phases of the ADDIE-R model consisting of Analysis, Design, Development, Implementation, Evaluation, and Review.
- Ensure learning objectives have been validated prior to distribution utilizing the ADDIE-R model.
- Support individual learning needs to include eLearning technologies, web-based content, and interactive collaborative learning environments, via a learning management system.
- Edit, configure, and move the completed eLearning product into the agency's learning management system.
- Develop instructor and learner materials including workbooks, lesson guides, testing materials, examinations, evaluations, and on the job training manuals.
- develop training modules that are Shareable Content Object Reference Model (SCORM) compliant, a standard to promote the reusability and interoperability of learning content.
- Assist with identifying all applicable standards of Section 508 that will be required for eLearning modules created for the agency.
EDUCATION AND EXPERIENCE:
- Minimum of 5 or more years specialized experience in design and development of curriculum content, ISD and eLearning.
- BS degree including course work in at least four of the following five areas: Learning theory, Psychology of learning, Educational psychology, Systematic design and development, and validation of instructional material.
- Master’s degree or higher in one of the fields listed above.
- Experience with Captivate, Adobe Presenter, and Java. Recent experience using Microsoft Teams, WebEx, and Adobe Connect to deliver training.
- Possess excellent (graduate level or higher) technical and narrative writing and editing skills.
- Strong oral communication, ability to present complex information clearly, and excellent attention to detail.
- Solid understanding of instructional design approaches, including the Systems Approach to Training (SAT), the Analysis, Design, Development, Implementation, and Evaluation (ADDIE) model and the Kirkpatrick Evaluation model.
- Practical experience performing analysis, design and development for face-to-face (f2f) and blended instruction.
- Experience using project management techniques, making presentations, and conducting classroom training; and developing assessments to achieve specific goals.
- Ability to follow processes and procedures for quality assurance, editing and technical accuracy of training material content.
- Information technology (IT) literacy skills with knowledge and ability to effectively use Microsoft Office Suite, and SharePoint 2010.
- Experience with 508 compliances.
- Must be able to obtain and maintain a Secret Clearance from the DOJ.
DESIRED SKILLS AND QUALIFICATIONS:
- Experience designing and developing instructional deliverables for either Department of Justice (DOJ) or Department of Defense (DOD) customers) using a systems approach to training learning model.
- Proficient with eLearning authoring and development applications (Adobe eLearning and Adobe Creative Suite).
- Familiar with Learning Management System (LMS) configurations and applications.
- Proficient with Microsoft Office tools including Outlook, PowerPoint, Excel, and MS SharePoint Designer 2010.
