JOB DESCRIPTION:

ANSER is seeking an Intermediate Financial Req Analyst for the Department of Homeland Security (DHS), Office of the Chief Information Officer (OCIO). The OCIO develops and maintains a single, DHS-wide Information Technology (IT) infrastructure environment that is reliable, accessible, and secure, ensuring operational excellence from the workstation to the data center to the mission application.

The primary purpose of the position is to provide advanced, time-sensitive and accurate Financial Analysis and Requisition support for the U.S. Government, primarily through accessing and utilizing the PRISM Automated Procurement System to generate, route, research and track requisitions throughout the procurement process.

The Intermediate Financial Req Analyst will be responsible for the following:

Generate, proofread, troubleshoot, and route accurate requisitions in the Procurement Request Information System Management (PRISM).

Review and analyze procurement documents and coordinate corrective actions, as necessary.

Request Purchase Requisition (PR) submissions from customers or third-party contractors.

Perform financial analysis, financial research, data processing, and meeting coordination to draft response documents to data calls and audit inquiries.

Develop, implement and maintain efficient and centralized internal tracking tools and processes to receive, process, manage, and track requisitions and financial actions.

Create, maintain, and disseminate periodic contract closeout and de-obligation status reports.

Assist in performing data reconciliation, burn rate analysis, financial reconciliation, invoice analysis, invoice reclassifications, financial reclassifications, obligation analysis, expenditure analysis, contract analysis, and Spend Plan analysis.

Assist in analyzing current business processes, objectives and strategies to identify improvement opportunities and assessment impacts, including but not limited to, financial management, budget execution, accounts receivable, general ledger and cost management.

Author, develop and write highly technical and user-friendly deliverables, including but not limited to, Executive-level briefings, dashboards, white papers, requirement documents, surveys, memos, reports, meeting minutes, manuals, Standard Operating Procedures (SOP) and other financial analysis and requisition deliverables.

EDUCATION AND EXPERIENCE:

  • BS/BA degree in Business, Finance or Accounting.
  • Minimum 4 years of relevant experience including 2 years of experience related to Financial Analysis and Requisition support.
  • Desired: 4 years of experience in Financial Analysis and Requisition support.
  • Proficient in Microsoft Office Suite with advanced Microsoft Excel skills.
  • Strong communication, briefing and technical writing skills required.
  • Must be able to obtain and maintain a Secret Clearance.
