JT&E Operations Research Systems Analyst ORSA

POSITION OVERVIEW:

Joint Test and Evaluation (JT&E), Joint Operations in the Information Environment Playbook Toolkit (J-OPTiK) Quick Reaction Test (QRT). ANSER is seeking qualified personnel to provide JT&E test planning support for a 12 month QRT onsite at Camp Pendleton, CA.

Support for the J-OPTiK QRT: ANSER operations research analysts will apply ORSA skillsets to formalize and validate Tactics Techniques and Procedures (TTPs) for analyzing social media network and executing Operations in the Information Environment (OIE) maneuvers. The system under test consists of United States Marine Corps’ (USMC) I- MIG personnel and supervisors with access to a set of analysis tools and acknowledged official social media accounts. The test will assess the ability to analyze and evaluate the digital and social media terrain for the select OIE operation; develop and deliver authorized messaging using Twitter (primarily); mitigate adversary messaging through counter-maneuvers and rapidly adjust tactics to support and meet Commanders’ intent.

POSITION RESPONSIBILITIES:

  • Work with Test Planners and Test Lead to develop and coordinate the test plan.
  • Formulate problems and design research and study methods.
  • Conduct and supervise qualitative and quantitative analyses of complex military and related problems.
  • Apply objective, analytical, and orderly thinking to the analysis of complex operational and management problems, and support this analysis when appropriate with the use of ORSA tools and techniques such as statistical inference, network analysis, models, mathematical programming, and simulations.
  • Summarize and synthesize complex analyses into simplified terms and present results to decision makers.
  • Plan, evaluate, coordinate, and integrate ORSA actions with other staff elements and functions.

REQUIRED SKILLS/EDUCATION/EXPERIENCE:

  • Possess an active Top Secret/SCI security clearance.
  • Bachelor's degree and 4+ years of operations research and/or statistical analysis experience OR Master's degree and 2+ years of operations research and/or statistical analysis experience.
  • Operations Research analytic methods and processes (e.g. quantitative/qualitative analysis).
  • Modeling and Simulation methods and systems.
  • Strong interpersonal/social skills; proven staff officer/contractor support excellence .
  • Exceptional written and verbal communication skills.
  • Experience in staffing, communication, and coordination efforts across commands, services, and Joint Staff.
  • Candidate must provide documentation to substantiate fully vaccinated status against the COVID 19 virus.

DESIRED SKILLS/EDUCATION/EXPERIENCE (NOT REQUIRED):

  • Previous experience as member of a Joint Test team either as a military, civilian, or contractor.
