JOB DESCRIPTION:

ANSER is seeking a Junior Program Management (PM) Analyst for the Department of Homeland Security (DHS), Office of the Chief Information Officer (OCIO). The OCIO develops and maintains a single, DHS-wide Information Technology (IT) infrastructure environment that is reliable, accessible, and secure, ensuring operational excellence from the workstation to the data center to the mission application. The primary purpose of the position is to collaborate with a team providing Program Management support services to improve service delivery, enhance performance, reduce downtime, decrease potential risks, implement cost savings, and achieve cost avoidances.

Responsibilities:

  • Provide general project coordination to support the team and daily operations.
  • Review and analyze requirements to implement program management solutions and facilitate program management operations.
  • Perform research and analysis to develop requirement documents in compliance with Program Office and Contracting Officer’s standards.
  • Collect and compile in a Project Status Report project performance, risks, costs, schedule, deliverables, action items, milestones, performance metrics and other requirement metrics.
  • Support the content development for Program Management Reports analyzing program plans, goals, priorities, cost, schedule, risks, performance, gap analysis, deviations, dependencies and Earned Value Management (EVM).
  • Provide administrative support for project closeout actions and documentation.
  • Organize and maintain project deliverables and metrics into the project repository.
  • Perform information gathering, analysis, and/or forecasting to draft responses for data calls and/or audit inquires.
  • Support the development of written materials in a variety of formats (e.g., presentations, talking points, and briefings, etc.)

EDUCATION AND EXPERIENCE:

  • Associate of Arts (AA) degree.
  • BS/BA degree desired.
  • Minimum 2 years of experience in Program or Project Management methodologies.
  • Excellent verbal and written communication skills and attention to detail.
  • Superior time management, organization, and prioritization skills.
  • Proficient in Microsoft Office Suite products.
  • Must be able to obtain and maintain a Public Trust.
