Position Overview:
Analytic Services, Inc. (ANSER) is seeking a Physical Team Program Advisor to provide support to the Physical Director (GS-15) within the Office of the Deputy Assistant Secretary of Defense for Chemical and Biological Defense (ODASD(CBD)) to assist in the oversight of the Department of Defense’s Chemical and Biological Defense (CBD) physical program. This position provides analytical and support services to enable the effective and efficient oversight, coordination, review, and strategic planning of CBD efforts related to detection, protection, decontamination, and information systems programs. In addition, this position provides CBD subject matter expertise for the integration of National, Interagency, and DoD acquisition policy/guidance efforts. This position is located on client site at the Mark Center in Falls Church, VA.
Position Responsibilities:
- Serve as a subject matter expert on CBD physical programs.
- Propose solutions to critical problems related to CBD physical programs by creating actionable strategies, implementation plans, and oversight plans that use metrics to inform resourcing decisions and project prioritization.
- Develop assessments and functional reviews of CBD physical acquisition programs, capabilities, requirements, shortfalls, and redundancies.
- Provide technical and analytical support to facilitate government oversight, coordination, and integration of CBD physical programs among the Joint Program Executive Office for Chemical, Biological, Radiological, and Nuclear Defense, the Joint Science and Technology Office for Chemical and Biological Defense, the Joint Requirements Office for Chemical, Biological, Radiological, and Nuclear Defense, and the Secretary of the Army Under Secretary for Test and Evaluation.
- Support the oversight and integration of physical program initiatives and efforts for the CBD Program Objective Memorandum (POM).
- Provide support and technical subject matter expertise to government leads at various DoD and interagency meetings, as required.
- Coordinate with relevant stakeholders, attend meetings, develop meeting minutes, as well as draft and review documents, as required.
- Engage and coordinate with senior military officers/civilians from the DoD, Interagency, White House, National and Homeland Security Councils, Congressional staffers, as required, on CBD physical program matters of national interest.
Required Qualifications:
- Must possess an active TS/SCI security clearance.
- Bachelor's degree in a relevant field.
- 10+ years of related work experience.
- Experience with acquisitions to include DoD acquisition strategy and decision-making processes.
- Experience working with, briefing, and engaging General Officer/Flag Officer/SES-level personnel.
- Ability to work in a fast-paced office with a high operational tempo.
- Possess strong communication skills, both written and oral.
- Able and willing to travel approximately eight times per month for meetings within the National Capitol Region as well as travel for approximately one to two overnight trips annually.
- Must provide documentation to substantiate fully vaccinated status against the COVID 19 virus.
Desired Qualifications (NOT REQUIRED):
- Bachelor’s or other advanced degree in physical and/or life sciences.
- Experience within the military, within one of the components of the Chemical and Biological Defense Program, or with an interagency equivalent.
- Recent experience within OSD or adjacent offices.
- Prior experience with the oversight of acquisition programs.
- Defense Acquisition Workforce Improvement Act (DAWIA) certification in Acquisitions, Program Management and/or Systems Planning, Research, Development and Engineering.
- Recent experience with the DoD Correspondence and Task Management System (CATMS).
- Project Management Professional (PMP) certification.
