Quantitative Programmer Senior Analyst

Abt Associates seeks a qualified Senior Quantitative/Programmer Analyst to support the Centers for Medicare & Medicaid Services (CMS) and Center for Disease Control (CDC) projects within its Domestic Division. Abt’s domestic portfolio helps shape federal policy, while improving program efficiency and effectiveness. Federal government agencies, such as CDC, CMS, and the National Institute of Justice and Bureau of Justice Statistics call on us to conduct policy and data-driven research and evaluate their key programs.

We are seeking a candidate with statistical programming experience who is interested in supporting social science research. Proficiency in SAS is required. Working knowledge of Stata, R, Python, and additional languages is a plus.

The position will include supporting several ongoing projects, as well as working with more senior programmers, subject matter experts, and research leads. The ideal candidate will have experience working with Medicaid and/or Medicare fee-for-service and managed care claims and enrollment data, have used CMS systems (CCW VRDC, IDR, and/or Mainframe), and/or, worked with healthcare-related survey and administrative data.

In addition, this position requires experience with data governance, data management, data cleaning and harmonization, manipulating and restructuring files to build analytic files from single and multiple data sources, building episodes of care, simple analytics, and documentation. Candidates should have the ability to work in teams, have good written and oral communication skills.

Key Roles and Responsibilities:

  • Provides programming and technical support to division research, evaluation, and survey projects.
  • Ability to manage several large complex tasks.
  • Collaborates with cross-functional working group team members (both internal and external).
  • Directs and oversees junior programmers.
  • Investigates source data for validity and completeness.
  • Cleans, harmonizes, and links data from multiple sources to create analytic files.
  • Ensures quality and on-time deliverables in compliance with departmental processes.
  • Has ability to craft clear write-ups in support of data activities that can be readily understood by both technical and non-technical audiences.
  • Participates in learning activities (formal and informal workshops, webinars) to enhance technical and quantitative skills.

Preferred Qualifications:

  • Proficiency in SAS is a prerequisite.
  • Experience with Stata, Excel, R, and Python a plus.
  • Experience with CMS systems (CCW VRDC, IDR, Mainframe) a plus.
  • Experience with healthcare administrative data, survey data, and public use files.
  • Experience manipulating, transforming, and restructuring files.
  • Ability to prepare clear, logical design processes of programs, documentation, and reports.
  • Good written and oral communication skills.
  • High level of attention to detail and professional composure while tracking multiple tasks under pressing deadlines with shifting expectations.
  • Ability to work independently while still contributing to a team-based effort.

Minimum Qualifications

  • Bachelor’s Degree + Five years of relevant experience, or Master’s Degree + Three years of relevant experience, or PhD
  • This position offers an anticipated annual base salary range of approximately $69,118.15 to $110,589.04 and may vary by ten percent depending on candidate geographic location. Salary offers are made based on internal equity and market analysis.
