JOB DESCRIPTION:
ANSER is seeking a Senior Finance Technical Specialist for the Department of Homeland Security (DHS), Office of the Chief Information Officer (OCIO). The OCIO develops and maintains a single, DHS-wide Information Technology (IT) infrastructure environment that is reliable, accessible, and secure, ensuring operational excellence from the workstation to the data center to the mission application. The primary purpose of the position is to perform a broad spectrum of Financial Management services including, but not limited to, financial research, contract research and analysis, business case analysis, cost benefits analysis, funding models, financial reporting, performance management, invoice research and analysis, burn rate analysis, obligation analysis, expenditure analysis, spend plan analysis and Ad Hoc financial projects, as required.
Responsibilities:
- Perform financial analysis, financial research, complex financial reconciliations, burn rate analysis, capital planning, OMB business case analysis and investment requirement development for Capital Asset Plan and Business Case Summary supporting budget justification and reporting requirements for major information technology (IT) and non-IT investments.
- Coordinate and facilitate receipt of customer requirements to assist the Government in finalizing the organizational Spend Plan.
- Draft responses to Financial, Spend Plan and Budget data calls and audit inquiries.
- Access automated systems including PRISM and the Federal Financial Management System (FFMS), electronic files, physical files, and legacy systems to research finances, budget, accounting, contracts, invoices, obligations, expenditures, performance and to generate accurate payment instructions for invoice and IPAC’s payments, as required.
- Assist Contracting Officer Representatives (CORs) and OCIO staff in processing contract invoices and IPACs.
- Perform research and analysis to develop, edit, correct and process requirements documents in accordance with Program Office and Contracting Officer’s specifications.
- Develop, implement, and maintain efficient and centralized internal tracking tools and processes to receive, process, manage and track the status and quality control of financial actions
- Analyze current business processes, objectives and strategies to identify improvement opportunities and assessment impacts, including but not limited to, financial management, budget execution, accounts receivable, general ledger and cost management.
- Author, develop and write highly technical and user-friendly deliverables, including but not limited to, Executive-level briefings, dashboards, white papers, project plans, requirement documents, briefings, forms, surveys, memos, talking points, testimonies, reports, meeting minutes, manuals, Standard Operating Procedures (SOP) and other program management deliverables.
EDUCATION AND EXPERIENCE:
- Minimum of 12 years of overall experience including 6 years of Financial Analysis experience.
- BS/BA degree. Desired: Master of Business Administration (MBA).
- Project Management Professional (PMP) certification.
- Strong oral and written communications skills.
- Proficiency with Microsoft Office tools including Outlook, PowerPoint, Excel, and Visio.
- Must be able to obtain and maintain a TS/TCI Clearance.
