JOB DESCRIPTION:

ANSER is seeking a Senior Human Resources Management Support Subject Matter Expert (SME) for the Department of Homeland Security (DHS), Office of the Chief Information Officer (OCIO). The OCIO develops and maintains a single, DHS-wide Information Technology (IT) infrastructure environment that is reliable, accessible, and secure, ensuring operational excellence from the workstation to the data center to the mission application. The primary purpose of the position is to serve as a SME providing analytical and technical human resource (HR) management and administrative services to include planning, implementing, monitoring and controlling human resource functions, in accordance with DHS OCIO resources, policies, and directives.

Responsibilities:

  • Provide agency-wide direction and guidance for conducting complex studies and projects involving human resource management (HRM) program development and/or program evaluation.
  • Gather information for and prepare special or recurring reports and studies relating to the total human resources program or specific areas for management use.
  • Advise senior staff and managers, supervisors, and employees on recruitment, staffing and classification programs, regulations, policies and laws.
  • Review vacancy classifications, draft vacancy announcements, and monitor recruitment actions.
  • Draft, edit, modify position descriptions, and conduct job classification coding.
  • Perform general mapping classifications to the overall organization’s strategic functions, general series, grades, and position descriptions to ensure employees are operating effectively.
  • Conduct quarterly analysis of the OCIO organization to identify personnel gaps, corrective actions needed, and mitigation strategies to promote a more stable and efficient workforce.
  • Perform administrative, project management and quality assurance support functions at Job Fairs, Hiring Fairs and Human Resources Fairs to assist in recruiting new employees.
  • Develop Post Project Activity Analysis Reports analyzing job fair performance metrics, applicants, hiring results, follow-up actions and recommended improvements.
  • Perform data entry of personnel security applicant information, security requirements, and metrics.
  • Process security clearance paperwork to onboard new hire employees and contractors.
  • Conduct candidate reviews and ratings, analyze candidate rankings, and prepare the certificate of eligible candidates for submission to management for review.
  • Assist with tracking and retaining Performance Work Plans (PWPs) and Performance Appraisals for Federal employees and provide management a statistical status report of open/closed/outstanding plans.

EDUCATION AND EXPERIENCE:

  • Minimum of 12 years of professional experience, including 7 years of experience in Human Resources Management, Business Management, or Organizational Leadership.
  • BS/BA degree in Human Resources Management, Business Management, or Economics.
  • SHRS-CP or SHRM-SCP preferred.
  • Ability to assign, review, and supervise the work of others.
  • Knowledge of a broad range of HR concepts, principles, practices, laws and regulations.
  • Knowledge of project management techniques used to evaluate programs and policies.
  • Experience conducting statistical, quantitative, and qualitative analysis in support of producing quality insights for human capital program management.
  • Proficient in Microsoft Office Suite products.
  • Must be able to obtain and maintain a Public Trust.
