DoD Advisory Committee Analyst
SPECIFIC JOB DESCRIPTION:
The FACA analyst will support the OSD Office of the Director of Administration & Management (ODA&M) Organizational & Management Policy (O&MP) Directorate. Specifically, this position supports the Advisory Committee Management Officer (ACMO), providing executive level project and program support and operational and analytic support to ensure Department-wide compliance with the Federal Advisory Committee Act (FACA). This includes day-to-day assistance within all facets of FACA activities relating to research, development, preparation, and staffing of packages associated with DoD FACA committees.
Key Tasks Include:
- Manage policy development, process execution, and compliance to DoD guidance and federal policies and procedures for assigned advisory committees.
- Development of FACA committee membership packages - gathering and processing member information, ensuring the completeness and accuracy of information provided, and working with the sponsor to obtain missing information.
- Conducting FACA committee charter and membership balance plan establishment and/or renewals to include drafting charter and membership balance plan, obtaining General Counsel (GC) coordination and GSA consultation, and filing charters when approved.
- Performing editorial review of all memoranda, membership packages, charters, and membership balance plans for consistent and accurate language.
- Coordination with the GC and ACMO for package approval.
- Assist in the development and management of the committee processes and procedures within internal Microsoft SharePoint portal, supported by the WHS, JSP. This includes, but is not be limited to: data management, recommending workflow procedures, and documenting individual "permissions" within the FACA
- Special projects as assigned by the ACMO or the Director, O&MP.
SKILLS & EXPERIENCE:
- Knowledge and understanding of the Federal Advisory Committee Act and related statutory and regulatory authorities, DoDI 5105.04 “Department of Defense Federal Advisory Committee Management Program”, and DoD policies, procedures, and memoranda governing the program.
- Experience working within the DoD or other Federal agency, or as contract support to such agency, working with FACA;
- A minimum of two (2) years documented experience performing within the DoD or another Federal agency with the ability to conduct analyze and present complex information using concise and accurate oral communications and written presentations, briefings, issue papers, policy and memoranda;
- Demonstrated experience working on relevant complex projects involving multiple policy program analyses requiring the ability to multitask and appropriately prioritize project
REQUIREMENTS:
- Active Secret Clearance
- Candidate must provide documentation to substantiate fully vaccinated status against the COVID 19 virus.
- Attention to detail.
- High level of proficiency of the English language, both written and oral.
- Highly proficient with the Microsoft Office Suite of applications, especially Word, Excel, and PowerPoint.
EDUCATION & YEARS OF EXPERIENCE:
Bachelor’s degree or higher. Demonstrated skills and experience to provide executive level project and program support required based on description below. More than five (5) years’ work experience preferred.
