SPECIFIC JOB DESCRIPTION:

The Homeland Defense Exercise Support and Analysis position supports the Office of the Under Secretary of Defense for Policy (OUSD(P)), Deputy Assistant Secretary of Defense for Homeland Defense Integration and Defense Support to Civil Authorities (HDI/DSCA).

KEY TASKS INCLUDE:

  • Enabling DoD and national policy makers to coordinate and implement Federal, State, and local prevention and preparedness planning response capabilities.
  • Providing expertise to prepare senior DoD officials to participate in national-level and DoD exercises held throughout the United States; prepare senior DoD officials to participate in after action events held by the National Security Council Staff’s Domestic Readiness Group, DoD After Action Senior Steering Group, and the Lessons Learned General Officer Steering Committee.
  • Researching homeland defense and security policies, strategic plans, operational capabilities, and national and international cooperation efforts to advise the Assistant Secretary of Defense for Homeland Defense and Hemispheric Affairs and other senior DoD officials on all aspects of exercise content.
  • Producing technical assessments for strategies and plans that support the development, coordination, implementation, and execution of the Department’s participation in the National Exercise Program (NEP) and the Chairman of the Joint Chiefs of Staff Exercise Program.
  • Supporting coordinating, improving, and synchronizing HD and DSCA policy with OSD, the Joint Staff, Combatant Commands, Military Departments, Military Services, interagency partners, and the National Security Council Staff.

DESIRED SKILLS & EXPERIENCE:

  • Ability to produce analytically based recommendations and decision products for senior leaders that represent client-coordinated equities using expertise in multi domain security.
  • Ability to rapidly prepare high quality decision support and other written material for senior DoD leaders under tight deadlines.
  • Experience and understanding of the Federal interagency and DoD policy development and staffing processes.
  • Ability to work in a joint civil/military environment.
  • Experience in supporting DoD participation in USG national-level exercises, Chairman Joint Chiefs of Staff Exercises, DoD Combatant Command-level exercises.
  • Working knowledge of the National Exercise Program (NEP) and supporting Homeland Security Exercise Evaluation Program (HSEEP) processes.

REQUIRED EDUCATION & YEARS OF EXPERIENCE:

  • Master’s degree in a relevant field.
  • At least 10 years’ experience in fulfillment of tasks outlined above.
  • Top Secret (SCI eligible) clearance required.
