Position Overview:

Analytic Services, Inc. (ANSER) is seeking an FOIA Management Analyst to provide subject matter expertise to the Office of the Deputy Assistant Secretary of Defense for Chemical and Biological Defense (ODASD(CBD)) to assist in the oversight of the Department of Defense’s Chemical and Biological Defense Program (CBDP) working onsite at the Mark Center in Falls Church, VA. This position maintains up-to-date knowledge of current functions, missions, roles, and interrelationships of the USD(A & S) Staff, ASD(NCB) Staff, and Office of the Secretary of Defense (OSD) as they pertain to staff actions. Compliment ASD(NCB) and ODASD(NCB/CB) offices’ ability to execute and complete their missions and responsibilities in a timely and efficient manner.

Position Responsibilities:

  • Conduct Freedom of Information Act/Mandatory Declassification Review (FOIA/MDR) requests received by the ODASD(CBD).
  • Coordinate with subject matter experts within the ODASD(CBD), as needed, to complete FOIA/MDR reviews.
  • Maintain a FOIA/MDR tracker for the ODASD(CBD).
  • Develop and update security classification guides relevant to the ODASD(CBD) and the DoD Chemical and Biological Defense Program.
  • Review written documents produced by the ODASD(CBD) to ensure they have the appropriate CUI and classification markings on them.
  • Train and guide the ODASD(CBD) on classification guidelines and the appropriate marking of documents.
  • Provide support to the operations and administration functional area of the ODASD(CBD), as required.

Required Qualifications:

  • Must possess an active DoD TS/SCI security clearance.
  • Bachelor’s degree and 6+ years of work experience OR 10+ years of related experience in lieu of a degree.
  • Experience conducting FOIA and MDR reviews.
  • Experience completing SD Form 472s and DD Form 2086s.
  • Experience developing or updating security classification guides either for the DoD or interagency.
  • Knowledge of CUI and DoD classification marking guidelines and experience applying them to written materials.
  • Experience with the MS365 Suite, including Teams and SharePoint.
  • Must provide documentation to substantiate fully vaccinated status against the COVID 19 virus.

Desired Qualifications (NOT REQUIRED):

  • Bachelor’s degree major within the physical or life sciences.
  • Experience within the OSD Chemical and Biological Defense space or related interagency programs.
  • Experience writing chemical and biological defense security classification guides.
  • Experience training staff members on the process for properly marking CUI or classified materials.
