Freedom of Information Act (FOIA) Analyst

SPECIFIC JOB DESCRIPTION

The analyst will support the Assistant to the Secretary of Defense for Privacy, Civil Liberties, and Transparency (ATSD(PCLT)) mission to optimize the business environment across the Defense enterprise. ATSD(PCLT) plays a critical role within the DoD and assists OSD with Federal and Departmental governance, enterprise risk management, and effective compliance issues, while offering specialized assistance in key areas such as advisory committee management and regulatory policy. In particular, the analyst will provide operational and analytic support, with a primary focus on FOIA support. ATSD(PCLT) is responsible for implementing the DoD FOIA, Privacy and Civil Liberties Programs by providing guidance to Component officials, reviewing publications and legislative activities, facilitating official reporting, and providing training in FOIA, privacy and civil liberties content and program administration.

Key tasks/activities include:

  • Monitor the FOIA Appeal’s inbox and provide timely and courteous correspondence to FOIA Appeals requesters. Request associated admin records for each new appeal as necessary.
  • Review and analyze FOIA appeals and determine the nature of appeal and its validity
  • Disseminate admin records to assigned FOIA Appeals Officers
  • Complete the FOIA appeal intake process using FOIAXpress in accordance with the procedures and timeframes established. Reconcile, and transfer new FOIA appeals into FOIAXpress for accountability and tracking
  • Track all FOIA cases in internal ATSD(PCLT) excel files and load associated records and documents to internal shared drive locations for easy retrieval and to manage version control.
  • Closing out FOIA appeals by uploading responsive documents into FOIAXpress.
  • Develop and provide FOIA training as required.

EDUCATION AND EXPERIENCE:

  • Bachelor’s degree in a discipline relevant to the position plus at least 2 years of relevant professional experience. Experience working within the DoD or other Federal agency providing Federal regulatory, privacy, civil liberties, or FOIA program(s) preferred.

SKILLS AND EXPERIENCE/ Requirements:

  • SECRET clearance
  • Strong writing, editing, and coordination skills with the ability to multitask and appropriately prioritize projects
  • Highly proficient with the Microsoft Office Suite of applications, especially Word, Excel, PowerPoint, and SharePoint.
  • Energetic and the capability to work in a fast-paced team environment, adapt to rapidly changing requirements, and multi-task capabilities.
  • Ability to produce quality work independently or in a group setting, provide solutions to customer issues, and solve problems quickly.
  • Candidate must provide documentation to substantiate fully vaccinated status against the COVID 19 virus.
