About the IT Solutions Architect Position:

The Solutions Architect evaluates and establishes technical and architectural strategies within the department. Ensure Avalon’s technical architecture is meeting and evolving to address current business and future enterprise demands on an ongoing basis. They provide support for projects, implementations, ongoing operations and analytic requirements through analysis, design, development, implementation and support of custom and COTS applications using Avalon’s prescribed methodologies.

IT Solutions Architect – Essential Responsibilities:

  • Evaluate Avalon’s overall technical architecture and support the information systems strategy as required to meet enterprise business goals.
  • Works with internal and external customers who have identified a potential use for a new technology in their business area and/or process. Evaluates existing technology to leverage and exploit existing capabilities.
  • Assess the applicability, functionality, and viability of technology initiatives and provides a critical analysis to the business owner, IT functional departments, and/or Avalon senior management team.
  • Institute the emerging technology evaluation, adoption and transfer process. Manage and deliver the technology evaluation process with key stakeholders including prototypes and pilots within the enterprise.
  • Support marketing activities by preparing and presenting technical system descriptions, orientations, and demonstrations, as required, to communicate Avalon’s system capabilities to existing and prospective clients.
  • Coordinates RFP activities for potential vendor product/service. Reassesses existing vendor relationships to include but not limited to: benchmark vendor performance, reduce risk of vendor nonperformance, produce early problem resolution, perform risk assessment, evaluate vendor's strategic direction, and monitor vendor compliance.
  • Able to effectively communicate the technical and architectural strategy, standards and direction to internal and external entities with varying technical knowledge.
  • Demonstrates ability to apply knowledge of health plan operational areas, processes and applications as well as knowledge of competitor’s operations and products, including current trends in the industry.
  • Demonstrates ability to apply knowledge for effective and efficient problem solving and business decision-making.

IT Solutions Architect – Minimum Qualifications:

  • Minimum of 15 years’ experience in the information technology field, ideally within application development, infrastructure services, and/or architecture design, implementation and support.
  • Undergraduate degree in Business Administration, Management Information Systems, Computer Science, Engineering or a related discipline. Equivalent experience is acceptable in lieu of a degree(s).
  • Demonstrates a comprehensive understanding of Avalon’s supported technology stack, applications and interdependencies (AWS, Db, OS, network, server, web services, 3rd party applications & services, workstations, security, etc.).
  • Able to evaluate technology, performance, scalability, interoperability, reliability, availability, and serviceability in complex infrastructures.
  • Demonstrates knowledge of the strategic alignment of IT solutions with business objectives. Identifies and addresses critical technical success factors for enterprise scaled projects.
  • Maintains an awareness of the state of the art in technologies which may have application for the organization.
  • Assist in the development and implementation of applications and systems. Performs project management duties as required to ensure the timely and cost-effective completion of assigned projects. Ability to deliver by managing through others.
  • Able to stimulate and encourage an environment for creative excellence. Promote continuous innovation.
  • Ability to develop and manage multiple complex projects with minimal direction and no supervision.
  • Prior experience will include full responsibility for system development, project management and making formal presentations to management, staff and customers.
  • Demonstrates advanced proficiency with architecture modeling and methodologies.

IT Solutions Architect – Preferred Qualifications:

  • A minimum of 10 years’ experience in information systems development, maintenance, implementation and support, preferably healthcare / managed care environments.
  • Master’s or advance degree preferred.
  • Experience in the assessment, selection, design, development, implementation and support of emerging technology within a mid to large enterprise with a specific technical scope and solutions that are far-reaching and enterprise wide.

Tech Stack to include:

  • Experience using standard middleware interface/integration architecture and techniques (Web services, SOAP/WSDL/XML, REST, SSO/SAML, SOA, APIs).
  • Experience leading the development and delivery of applications using the Microsoft technology stack (.NET, SQL Server Enterprise, IIS, BizTalk, WCF).
  • Experience leading the development and delivery of applications using Open Source technologies (Java, JBoss, Apache Tomcat, Drools, Linux, JSP).
  • Knowledge and experience with healthcare standard transactions and data (X.12 – 837, 835, 834, 276/277, 270/271).
  • Knowledge or experience with clinical data is a plus (HL7, Lab, EMR).
