Junior Contracts Administrator

SPECIFIC JOB DESCRIPTION:
Junior Contract Administrator to perform contract/subcontract administration, procurement, and pricing functions during the pre-award, award, and post-award phases of the procurement process. This includes correspondence, negotiations, subcontract generation, contract close-out, file maintenance, and interaction with multiple technical contract managers and external customers.
Basic Qualifications:
- Research, analyze, coordinate, develop and maintain documentation
- Ensure procurement practices, transactions and documentation comply with Company policies and procedures, contract requirements, and Government regulations
- Review and process procurement requisitions
- Coordinate, develop and produce a wide range of procurement documentation
- Develop and maintain procurement files including monitoring and tracking of subcontractor deliverables
- Obtain and evaluate proposals and quotations; determine offers responsiveness, responsibility and eligibility for award; participate/conduct discussions and negotiations; determine source selection
- Interface and coordinate with contractor/subcontractor, intercompany, interdepartmental and internal department personnel
- Provide assistance in coordinating, developing and producing proposals
- Provide assistance in coordinating, developing and producing procurement documentation such as acquisition plans, source selection plans and evaluation criteria, agreements, profit analyses, statement of work, data submittal requirements and proposals preparation instructions
- Monitor small business activities for the division including, coordinating with technical staff, maintain records, and participating in small business activities/fairs
- Support Company's compliance with Government socioeconomic programs and initiatives
- Maintain a filing system and is responsible for correspondence on contracts and procurement matters
- Performs basic contract negotiations to include direct interface with contracting officers
- Performs RFP analysis and develops risk assessments
- Initiates teaming agreements and non-disclosure agreements with new business/teaming partners
- Reviews contract documents and correspondence as part of the analysis of government solicitations
- Reviews and coordinate review and approval of contract modifications and contract change proposals with program and other COE personnel
- Monitors current status of assigned contracts
- Perform all other position related duties as assigned or requested
- Candidate must provide documentation to substantiate fully vaccinated status against the COVID 19 virus.
Additional Qualifications:
- Bachelor's degree in Business Administration or related major and 1 year of job-related experience, or equivalent combination of education and experience; however, more experienced candidates will be considered
- Good written and oral communication skills; familiarity with word-processing, database, spreadsheet programs and integrated software applications
- U.S. citizenship
