SPECIFIC JOB DESCRIPTION

ANSER is seeking a Nuclear Surety and Exercise Subject Matter Expert candidate to support the Office of Nuclear Surety and Exercises Programs, Office of the Deputy Assistant Secretary of Defense for Nuclear Matters (DASD(NM)) at the Pentagon, Washington, D.C. This position serves as the senior advisor and task lead for assisting the Nuclear Surety and Exercise Programs (NSE) team that covers mission focus areas encompassing nuclear weapons surety, intelligence and threat assessments, and nuclear physical security including the relevant management and oversight groups.

Specifically, the Nuclear Surety and Exercise Subject Matter Expert will advise and lead contract support in the areas of:

Nuclear Physical Security:

  • Assist in the ongoing review of DoD Nuclear Security to include developing methodologies for and participating in the development of threat, vulnerability and risk assessments within the DoD and US nuclear enterprise.
  • Construct an analytical framework for assessing threat, vulnerability and risk factors, to include analysis of annual Deviation and Nuclear Surety Inspection reports.
  • Perform a cost/benefit analysis and develop a methodology for prioritizing protective strategies in different stockpile/operational environments.
  • Perform assessments of the DoD Personnel Reliability Assurance Program (PRAP).
  • Support annual review, preparation and coordination of the Nuclear Physical Security Roadmap and applicable DoD Security directives for nuclear weapons, nuclear command and control facilities, and DoD nuclear reactors.
  • Support activities associated with the Security Policy Verification Committee (SPVC).

Nuclear Physical Security – Training and Exercises

  • Provide operational and exercise support, including but not limited to: participating in designing, monitoring and supporting execution; analyzing operational, technical nuclear forensics, security, and incident response exercises (e.g., annual DoD force-on-force, Nuclear Weapons Accident/Incident Exercise (NUWAIX), PROMINENT HUNT and PATHFINDER exercises series); developing exercise plans; training/providing exercise controllers/monitors; collecting after-action report information and lessons-learned; participating in and analyzing data resultant from exercises; providing for administrative and or logistical support during exercises; providing physical security support to include assessments, surveys, studies, and reports for DoD activities relating to the exercise; and other similar support during the development, execution, and assessment phases of the exercise.
  • Provide support and assistance with developing materials, providing support and coordination for DoD Force-on-Force exercise planning meetings four times a year, DoD Force-on-Force exercise execution, FBI Table-Top exercise planning meetings and conferences as required, including hosting, attending, recording and summarizing the results of the meetings or conferences in domestic or international venues.
  • Provide training must enhance executive-level knowledge and expertise, involvement in issues and activities, accountability and collaboration among decisionmakers, leaders and staff within DoD, amongst Federal agencies and organizations.

Weapons Safety Program:

  • Provide support and technical advice on the numerous safety studies and safety assessment recommendations throughout the year and other support as delineated in DoD Directive and DoD Manual 3150.02.
  • Provide support and assistance with developing materials, providing support and coordination for quarterly safety meetings and conferences as required, including attending, recording and summarizing the results of the meetings or conferences.
  • Support annual review, preparation and coordination of the Nuclear Weapon System Safety Rules and applicable Safety and Surety directives.

Nuclear Weapons Control:

  • Provide support and assistance with developing materials, providing technical support and coordination for meetings, and conferences as required, including attending, recording and summarizing the results of the meetings or conferences associated with the DoD’s Nuclear Weapons Use Control Program.
  • Construct and maintain an analytical framework for assessing threat, vulnerability and risk factors and also perform a cost/benefit analysis and develop a methodology for prioritizing protective strategies applicable to use control in different operational and storage configurations.
  • Conduct annual periodic reviews of the DoD nuclear security technology acquisition program, using the risk management process model to assess current and future DoD technology acquisition plans and programs relating to Nuclear Command and Control security.
  • Support preparation and coordination of the applicable Weapon Control directives.

Nuclear Weapons Transportation:

  • Shall provide support and technical advice on nuclear weapons and material transportation.
  • Support as necessary for periodic meetings, and conferences as required, including attending, recording and summarizing the results of the meetings or conferences for the interagency Nuclear Weapons Transportation program both in CONUS and OCONUS.
  • Construct an analytical framework for assessing threat, vulnerability and risk factors and will also perform a cost/benefit analysis and develop a methodology for prioritizing protective strategies applicable to ground and air transport of nuclear weapons and material.
  • Support preparation and coordination of the applicable Transportation directives, as well as the issues associated with the Nuclear Transportation Working Group (NTWG).

Required Skills and Experience:

  • Active Top Secret clearance with SCI eligibility; U.S. citizen
  • MA/MS required in international relations/international affairs, national security studies, political science, military studies, homeland security, business administration, or other applicable subject areas
  • 15 years of experience in nuclear surety and exercises
  • Candidate must provide documentation to substantiate fully vaccinated status against the COVID-19 virus.

Highly Desired Skills and Experience:

  • Experience working in an Office of the Secretary of Defense (OSD), Joint Staff, or Interagency environment
  • Expertise in nuclear weapons physical security and safety
  • Expertise in international cooperation programs
  • Experience in nuclear forensics, nuclear survivability and/or knowledge of DoD capabilities to Combat Weapons of Mass Destruction (C-WMD)
  • Senior-level joint or military service school/Joint professional military education (JPME II)
  • Demonstrated knowledge of the Office of the Secretary of Defense (OSD), Joint Staff, Combatant Commands (CCMDs), Service Staff, and interagency organizations and responsibilities applicable to the U.S. nuclear enterprise.
  • Demonstrated knowledge of national, defense, and military nuclear strategies and policies
  • Highly skilled at research, analysis, and writing reports, assessments, responses to requests for information, talking points, briefings, and other products for senior leadership
  • Effective at communicating to senior leadership through briefings, written/verbal correspondence, and other means as necessary, that can be understood at multiple levels
  • Prior Air Force 31P Security Forces or 3P0 Security Forces
