SPECIFIC JOB DESCRIPTION

ANSER is seeking an Operational Research Analyst Task Lead to provide support to the Office of the Deputy Assistant Secretary of Defense for Nuclear Matters (ODASD/NM) on Nuclear Surety and Exercise Programs

Responsibilities

  • The ongoing review of DoD Nuclear Security to include developing methodologies for and participating in the development of threat, vulnerability and risk assessments within the DoD and US nuclear enterprise.
  • The designing, monitoring and supporting execution; analyzing operational, technical nuclear forensics, security, and incident response exercises; developing exercise plans; training/providing exercise controllers/monitors; collecting after-action report information and lessons-learned; participating in and analyzing data resultant from exercises; providing for administrative and or logistical support during exercises; providing physical security support to include assessments, surveys, studies, and reports for DoD activities relating to the exercise; and other similar support during the development, execution, and assessment phases of the exercises.
  • Developing materials, providing support and coordination for DoD Force-on-Force exercise planning meetings, DoD Force-on-Force exercise execution, FBI Table Top exercise planning meetings and conferences as required, including hosting, attending, recording and summarizing the results of the meetings or conferences in domestic or international venues.
  • Numerous safety studies and safety assessment recommendations throughout the year and other support as delineated in DoD Directive and DoD Manual 3150.02.
  • Developing materials, providing technical support and coordination for meetings, and conferences as required, including attending, recording and summarizing the results of the meetings or conferences
  • Assessing threat, vulnerability and risk factors and also perform a cost/benefit analysis and develop a methodology for prioritizing protective strategies applicable to use control in different operational and storage configurations.
  • Nuclear weapons and material transportation.

REQUIRED SKILLS & EXPERIENCE:

  • Active Top Secret (TS) clearance; able to obtain and maintain a TS/SCI
  • Bachelor’s degree in international affairs/relations, security studies, or similar education.
  • Minimum 6 years of relevant experience
  • Experience working in an Office of the Secretary of Defense (OSD), Joint Staff, or interagency environment (Preferred)
  • Significant aptitude and interpersonal maturity to support DoD executive leadership senior with little supervision for sustained periods to build and preserve staff relationships
  • In-depth knowledge of nuclear weapons systems and operations, nuclear weapons physical security and safety expertise, international nuclear cooperation programs expertise, nuclear forensics, nuclear survivability and/or knowledge of DoD capabilities to combat weapons of mass destruction (CWMD) (Preferred)Proven analytical work in a high-visibility and high-tempo office setting
  • Proven ability to draft technically-oriented documents for senior policy decision makers on highly classified and complex scientific, engineering, and technical topics and subjects
  • Excellent writing skills and an in-depth knowledge of editorial principles and techniques
  • Proficient in Microsoft Office (e.g., Word, Outlook, Excel, PowerPoint) and Adobe Acrobat

HIGHLY DESIRED SKILLS & EXPERIENCE:

  • Demonstrated experience working in an Office of the Secretary of Defense (OSD)/Joint Staff/Service Staff/Interagency environment
  • Knowledge of nuclear weapons systems and operations, nuclear weapons physical security and safety expertise, international nuclear cooperation programs expertise, nuclear forensics, and nuclear survivability
  • Exposure to a scientific, engineering, or technical field
