Position Overview:
ANSER is seeking Opportunity Analysis Experts to support the Defense Threat Reduction Agency (DTRA) in Fort Belvoir, VA. The person in this role will provide analytical, technical, and administrative support for day-to-day activities and surge activities as it relates to the Opportunity Analysis Cell. Additionally, they will provide subject matter expertise on Opportunity Analysis and Design Thinking processes, to deliver analytical capability involving broad, undefined complex issues of either a special or recurring nature.
Position Responsibilities:
- Research and assemble intelligence and all-source threat information, blue/green information, relevant non-threat data with an eye toward creation of opportunities for proactive operations to be conceived during that actual OA event.
- Identify / inventory CWMD plans, strategies, programs, capabilities, activities, and operations of DOD, interagency, and partner nation organizations that have bearing on the OA topic.
- Develop integrated visualizations of all-source information into packages which will inform or revise an OA design and ultimately supports the OA execution.
- Integrate and operationalize IT tools to facilitate interagency data sharing and collaboration on key WMD-related issues
- Work closely with DTRA irregular warfare analysts to conduct multi-layered, multi- intelligence research and analysis in cooperation with subject matter experts, intelligence analysists to define and assess patterns for further illumination, potential exploitation, and the development of opportunities.
- Coordinate with IT specialists to integrate visualizations of all-source information that help to illuminate key nodes in WMD procurement/development pathways.
- Participate in, or when appropriate, lead engagements with USG and international partners and stakeholders to gain first-hand knowledge of stakeholder activities and enablers having bearing on the OA topic.
- Participate in the preparation and execution of formal and informal briefings, including performing as the lead briefer, when appropriate.
- Organize resulting OA concepts into themes and sequences to form executable options. Research and mature sequences into viable decision-ready Operations, Activities and Investments (OAI), to support executable options, or shore up gaps in otherwise viable sequences.
- Coordinate with subject matter experts (SMEs) to develop prioritized lists of R&D implications.
- Coordinate with the Combatant Command and other stakeholders to identify non-material gaps, such as policy, access, information shortfalls, etc., to compel resolution.
Required Qualifications:
- Active DoD Top Secret security clearance with SCI eligibility (TS/SCI).
- Bachelor's Degree.
- 5+ years of relevant Opportunity Analysis experience.
- Ability to work at the executive level, with excellent written and verbal communications skills.
- Candidate must provide documentation to substantiate fully vaccinated status against the COVID 19 virus.
Desired Qualifications (NOT REQUIRED):
- Current DTRA experience is highly preferred.
- Master's or advanced education.
