Policy and Planning Liaison

SPECIFIC JOB DESCRIPTION:
- Identify opportunities for improved DSCA interaction and efficient execution of DoD support to Federal government for domestic operations.
- Prepare senior leaders for participation in interagency forums on homeland defense (HD) and DSCA.
- In coordination with DoD offices coordinate domestic crisis actions with National Operations Center (NOC), and National Response Coordination Center (NRCC).
- During crisis events, support OSD as needed at the DHS Crisis Action Team.
- Facilitate the synchronization of integrated federal agency and DoD operations/future plans.
- Assist engagement with external stakeholders consistent with strategic policy, crisis response, and consequence management priorities; develop appropriate interagency relationships to support senior leader decision-makers.
- Provide subject matter expertise on DoD’s organization, plans, and activities related to DSCA.
SKILLS & EXPERIENCE:
- 12 years related experience
- Master’s degree in a relevant field
- TS /SCI clearance required
Preferred:
- Experience with the guidance and orders that affect domestic operations
- 12 or more years' experience working issues related to national preparedness or security policy at a HQ or agency level
- Experience working with FEMA highly desired
- Demonstrated understanding of staff processes and procedures that support successful inter-agency actions.
- Experience coordinating with interagency partners and representing client; especially DHS and FEMA
- Knowledge of emerging federal, state, non-governmental organizations, and private sector stakeholders preparedness issues regarding integration, coordination of equities.
- Ability to analyze documents, guidance, operations and plans and provide analytically and risk based recommendations to senior leadership
- Ability to lead group projects and reach consensus on complex issues within an organization and between organizations.
EDUCATION & YEARS OF EXPERIENCE:
- Master’s degree in a relevant field & 12 years of related experience.
