Project Finance Analyst II (USAID)
Opportunity
Abt Associates is seeking a highly motivated and diligent Project Finance Analyst to support the International Development Division for a large project. This person should have strong excel and analytical skills as well as prior work on USAID-projects and experience with budgeting and subcontractor financial support including field office monthly financial transactions review. The position will be based in Rockville, Maryland.
Key Roles and Responsibilities
The PFA collaborates with other department/functional support areas including Contracts and Procurement, HR, corporate/division finance, and field office finance team. Strong communication skills and the ability to work in a fast-paced and changing work environment is required. Fluency in English required. Additional languages preferred.
Financial Management & Reporting:
- Under the guidance of the Sr Project Finance Advisor, track the progress of any activities with financial implications.
- Ensure timely processing of vendor invoices and support in keeping subcontractor payment tracker up to date
- Support the field office Finance team, obtain the Remote Office Vouchers (ROV) backup; review receipts for ROVs process / compare to QuickBooks and backup for accuracy
- Review all transactions to ensure reasonableness and compliance with project including approved contract terms, salaries, budgets, allowances, proper billing codes and all Abt’s Policies and Procedures.
- Review, validate and report project actual costs incurred for labor, expense, and travel
- Document and submit information in support of accruals for work performed but not yet invoiced in accordance with company policies
- Review travel expense reports for accuracy; track outstanding project advances and Amex
- Learn about factors that affect financial risk analysis such as contract type, subcontracts/materials, staffing, and other measures as appropriate.
- Report financial risks of the project to Sr. Project Finance Advisor and the Project Director
- Comply with company, client, local and other legal requirements rules and regulations
- Update monthly budget trackers of assigned portfolio
Subcontract/Expenditure Oversight:
- In collaboration with the Regional Project Managers and the Sr Project Operation Advisor, review the subcontractors/suppliers/consultants’ invoices for accuracy.
- Validate subcontractors/ suppliers/ consultants spending are in alignment with expected forecasts, funding, and commitments.
- Work with Accounts Payables to ensure invoices are routed, reviewed, and approved in a timely manner
- Initiate purchase requisitions in Oracle in support of project services and material purchase needs
- Work with Procurement and Operations team, learn how to review supplier, subcontract, and consultant agreements to monitor funding and understand the agreement types in relation to the prime contract obligations
- Keep tracker of active subcontractor work orders and payment status up to date
Preferred Qualifications and skills:
- French or Spanish language
- Previous work on USAID-funded projects highly preferred
- Oracle R12
- Intermediate to Advance Excel
- Detail oriented
Minimum Qualifications:
- Bachelor’s Degree + Two years of relevant experience, or Master’s Degree
- This position offers an anticipated annual base salary range of approximately $65,111.30 to $91,155.82 and may vary by ten percent depending on candidate geographic location. Salary offers are made based on internal equity and market analysis.
