POSITION OVERVIEW:

Analytic Services, Inc, (ANSER) is seeking a Science and Technology Program Analyst to work onsite in Arlington, VA in support of the Chemical and Biological Defense Program (CBDP) providing support to the Office of the Deputy Assistant Secretary of Defense for Chemical and Biological Defense (ODASD(CBD)) in the oversight of the CBDP. The analyst will be part of a team that provides subject matter expertise to ODASD (NCB/CB) to develop, review and/or approval DoD strategies for performance and oversight of all CBDP Research, Development and Acquisition (RDA) activities. This team also provides project and program analysis support that enable the oversight, coordination, review, and strategic planning of the Chemical and Biological Defense (CBD) portfolios (including technology development and engineering, program control, foreign disclosure, test and deployment, production, logistics support, and industrial based considerations).

POSITION RESPONSIBILITIES:

  • Support principal decision processes by initiating, maintaining, modifying, and developing databases, information sources, assessment methodologies, and metric development in order to support the ODASD(NCB/CB) professional staff in their programmatic analysis, prioritization, and evaluation of the Medical and Physical RDA Programs.
  • Develop and propose solutions to critical problems by creating actionable strategies and implementation plans, and oversight plans that use metrics to enable the DoD to continuously monitor progress, and reallocate resources or effort as required to meet government requirements.
  • Assist with DoD Planning, Programming, Budgeting, and Execution (PPBE) and budget formulation matters, justification, presentation, and execution activities. Provide support for acquisition program management and Planning, Programming, Budgeting and Execution (PPBE) for the CBDP.
  • Contribute to development of PPBE policy guidance for the CBDP components.
  • The contractor shall generate, update, revise, review, and consolidate technical documentation, diagrams, graphs, charts, tables, and data necessary to submit assigned technical analyses and reports for program review and obtain technical analyses and reports approval in time to support the schedules event, as required.
  • Provide technical support to facilitate government oversight, coordination, and integration of the CB defense medical countermeasure and physical programs among the Joint Program Executive Office for Chemical and Biological Defense (JPEO-CBD) Office, the Joint Science and Technical Office (JSTO), the Test and Evaluation Office for the CBDP, and the Joint Requirements Office (JRO).
  • Support situational awareness of CBRN future threats, readiness assessments, working groups and report finding. Provide performance management recommendations, reports, and other communication materials for presentation to appropriate offices and agencies.

REQUIRED SKILLS/EDUCATION/EXPERIENCE:

  • Possess an active Secret security clearance or higher.
  • A bachelor’s degree in the physical sciences, project or financial management; or 10 years of experience in OSD Chemical and Biological Defense or related programs.
  • Experience with the MS365 Suite, to include Outlook, Teams, and SharePoint.
  • Familiar with current DoD PPBE, POM, budgetary principles, and their associated operational impact.
  • Experience working with, briefing, and engaging General Officer/Flag Officer/SES-level personnel.
  • Candidate must provide documentation to substantiate fully vaccinated status against the COVID 19 virus.
