JOB DESCRIPTION:

ANSER is seeking a Senior Logistics Management Support Subject Matter Expert (SME) for the Department of Homeland Security (DHS), Office of the Chief Information Officer (OCIO). The OCIO develops and maintains a single, DHS-wide Information Technology (IT) infrastructure environment that is reliable, accessible, and secure, ensuring operational excellence from the workstation to the data center to the mission application. The primary purpose of the position is to serve as a SME for program management, quality assurance, process improvements, and best practices to maximize operational efficiency.

Responsibilities:

  • Develop a Project Plan detailing the proposed plan for project implementation, project milestones, Life-Cycle costs, scope, schedule, risks, deliverables and quality controls.
  • Develop Project Status Reports (PSR) for reporting the status of project performance, risks, costs, schedule, deliverables, action items, milestones, performance metrics, and other requirement metrics.
  • Develop and maintain a Risk Management Plan (RMP) identifying, analyzing and evaluating program, and project risks.
  • Schedule, coordinate and facilitate meetings to apprise DHS OCIO, internal and external stakeholders of project performance, risks, or process improvements.
  • Analyze facts and draw conclusions in response to data calls and audit inquiries.
  • Conduct testing of telecommunication and data peripherals to ensure live connectivity at appointed locations.
  • Gather, develop, and implement technical requirements and upload information into a centralized repository or database for safekeeping.
  • Author highly technical and user-friendly deliverables, requirement documents, reports, meeting minutes, manuals, and Standard Operating Procedures (SOP).
  • Develop and facilitate logistics and supply chain management trainings on process and procedures and best practices for end-users, customers, team members, and OCIO staff.
  • Ensure all deliverables follow 508 Compliance Guidance, the Associate Press Style Guide, and Federal Government Standards.

EDUCATION AND EXPERIENCE:

  • Minimum of 10 years of professional experience, including 4 years of experience in Industrial Engineering, Supply Chain Management, or Logistics Management.
  • BS/BA degree in Supply Chain, Logistics, or Industrial Engineering.
  • Project Management Certification (PMP) preferred.
  • Proficient in Microsoft Office Suite products.
  • Demonstrated experience providing technical assistance to management and technical project managers for add/change/move projects requiring relocation to multiple locations.
  • Interpersonal skills with an aptitude for communicating technical issues to both peers and non-technical staff.
  • Expertise in industry accepted standards and best practices related to Supply Chain Management.
  • Knowledge of IT concepts and basic operating principles of data communications, telecommunications, and information systems.
  • Knowledgeable of 508 Compliance Guidance, the Associate Press Style Guide, and Federal Government Standards.
  • Must be able to obtain and maintain a Secret security clearance.
