JOB DESCRIPTION:
ANSER is seeking a Senior Program Management Subject Matter Expert (SME) for the Department of Homeland Security (DHS), Office of the Chief Information Officer (OCIO). The OCIO develops and maintains a single, DHS-wide Information Technology (IT) infrastructure environment that is reliable, accessible, and secure, ensuring operational excellence from the workstation to the data center to the mission application. The primary purpose of the position is to support a team providing Program Management support services which facilitate project management, portfolio management, contract management, process management, requirements development, performance management, risk management, and gap analysis.
Responsibilities:
- Assist with implementation of Project Management Institute (PMI), System Engineer Life-Cycle Management (SELC), Capability Maturity Model Integration (CMMI), Information Technology Infrastructure Library (ITIL), Independent Verification and Validation (IV&V), and Performance Management Systems methodologies to:
Identify project deficiencies and deltas,
Conduct critical assessments, gap analysis and risk analysis, and
Draft corrective action plans. - Develop Project Status Reports reporting the status of project performance, risks, costs, schedule, deliverables, action items, milestones, performance metrics and other requirement metrics.
- Develop Program Management Reports analyzing program plans, goals, priorities, cost, schedule, risks, performance, gap analysis, deviations, dependencies and Earned Value Management (EVM).
- Perform advanced master scheduling for planning, scheduling, coordinating, and monitoring program and projects throughout the complete lifecycle.
- Provide Business Process Reengineering and process improvement support services analyzing current business processes, objectives and strategies to identify improvement opportunities and assessment impacts.
- Develop and analyze requirements to implement program management solutions and facilitate program management operations.
- Ensure program management and business engineering requirements and deliverables are developed and implemented in accordance with DHS OCIO management directives, policies, procedures, and regulations.
- Assist in developing requirement documents by performing research and analysis to develop, edit, correct and process documents in compliance with Program Office and Contracting Officer’s standards.
- Assist in performing project closeout actions, prepare closeout documentation, perform skills inventory entries, document key project metrics, and enter project deliverables into the project repository.
- Draft responses to data calls and audit inquiries.
- Author, develop and write highly technical and user-friendly deliverables, including but not limited to, Executive-level briefings, dashboards, white papers, project plans, requirement documents, briefings, forms, surveys, memos, talking points, testimonies, reports, meeting minutes, manuals, Standard Operating Procedures (SOP) and other program management deliverables.
EDUCATION AND EXPERIENCE:
- Minimum of 12 years of professional experience with minimum of 7 years of Program or Project Management Experience.
- BS/BA degree.
- Project Management Professional (PMP) certification or Master of Business Administration (MBA).
- Strong oral and written communications skills.
- Proficiency with Microsoft Office tools including Outlook, PowerPoint, Excel, and Visio.
- Current Top Secret/SCI.
