Strategic Relations Analyst
POSITION OVERVIEW:
Analytic Services, Inc, (ANSER) is seeking a Strategic Relations Analyst to work onsite at the Mark Center in Falls Church, VA in support of the Chemical and Biological Defense Program (CBDP) providing support to the Office of the Deputy Assistant Secretary of Defense for Chemical and Biological Defense (ODASD(CBD)) in the oversight of the CBDP. The analyst will be part of a team that provides International and Interagency Strategic Relations expertise to the other sections of ODASD(NCB/CB) as required. The team will also develop and maintain a coordinated NCB Strategy for international engagement.
POSITION RESPONSIBILITIES:
- Develop and propose solutions to critical problems by creating metrics-based actionable strategies, implementation guidance, and oversight plans to enable the government to continuously monitor international cooperation and activities. Draft and coordinate CBDP International Annual Report.
- Provide technical and professional expertise and advise in the development of read-ahead, points to ensure ODASD(NCB/CB) awareness of significant, relevant, and related issues supporting international and interagency efforts.
Ensure ODASD(NCB/CB) and ASD(NCB) preparedness for international travel.
Ensure OASD(NCB) preparedness for international and interagency meetings.
Provide technical expertise to support the CBR MOU and NATO. - Support the ODASD(NCB/CB) in providing oversight, coordination, and integration of the international and interagency activities among the Joint Program Executive Office for Chemical and Biological Defense (JPEO-CBD) Office, the Joint Science and Technical Office (JSTO), the Joint Test and Evaluation Office (TEO), and the Joint Requirements Office (JRO).
- Support and coordinate NCB staffing and oversight of International Agreements, e.g., Memoranda of Understanding, Memoranda of Agreement, Project Agreements, Equipment and Material Transfers, Foreign Military Sales. Drafts international agreements, requests for ITAR exemption, foreign disclosure requests, and related documents. Provide technical expertise, analysis, and advise on the use of, and distinctions between, such agreements.
- Serve as a subject matter expert in relevant policy, cultural, and current affairs issues for the CBDP’s primary international partners. Provide technical expertise and advise to ensure ODASD(NCB/CB) compliance with Foreign Disclosure processes. Serve as a qualified subject matter expert in the field of international project management, to include ITAR, FMS, and foreign disclosure.
- Maintain the library/repository for ODASD(NCB/CB) managed international efforts. Update interagency and internationally access SharePoint site(s) for OASD(NCB) international efforts, i.e., the quadrilateral Chemical, Biological, and Radiological Memorandum of Understanding.
REQUIRED SKILLS/EDUCATION/EXPERIENCE:
- Possess an active Secret security clearance or higher.
- A bachelor’s degree in the physical sciences, project or financial management; or 10 years of experience in OSD Chemical and Biological Defense or related programs.
- Experience with the MS365 Suite, to include Outlook, Teams, and SharePoint.
- Familiar with current DoD budgetary principles and their associated operational impact.
- Experience working with, briefing, and engaging General Officer/Flag Officer/SES-level personnel.
- Candidate must provide documentation to substantiate fully vaccinated status against the COVID 19 virus.
